Billing Office Clerk

The Lower Township MUA is seeking applicants for a full-time Billing Office Clerk. Successful candidate must be familiar with Microsoft Office and have the ability to organize and manage multiple tasks. 

Excellent written and oral communication skills required. Experience in processing payments preferred but will train. Must be able to interact with the public in a professional manner and have a strong customer service focus. 

Related office experience ideal. Competitive compensation package is available. Under supervision, performs routine and non-routine clerical work involving a variety of functions including but not limited to customer service, processing of payments, maintaining utility accounts, calculating bills, and maintaining and providing work orders to field operators.


KNOWLEDGE AND ABILITIES:

- Experience in clerical work and customer service experience.

- Experience with money handling.

- Knowledge of Microsoft Office, including but not limited to Word and Excel.

- Ability to multi-task in fast paced and time-sensitive situations.

- Knowledge of and ability to comprehend established office routines, practices, and regulations.

- Ability to organize assigned clerical work and develop effective work methods.

- Ability to make simple arithmetic calculations and tabulations.

- Ability to understand, remember, and carry out oral and written directions. 

- Ability to perform tasks accurately within prescribed time frames.

- Ability to work effectively with associates, superior officials, and members of the public concerned with the work of the department.

- Ability to sort, index, file, and pull varied types of materials using an established filing system.

- Ability to operate and perform routine maintenance on office machines and other equipment. 

- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.  

 

PREFERRED EXPERIENCE:  

- Experience in clerical work and customer service preferred. 

 

EXAMPLES OF WORK:

- Process payments received via mail, in-person, and online in the forms of cash, check, credit, etc.

- Provide information and customer service in-person, via telephone, and through email. 

- Perform payment and billing adjustments, error corrections, etc.

- Print, sort, and prepare utility bills and notices to be mailed to customers. 

- Receive and process applications and documents and enter necessary data into utility accounts. 

- Opens, organize, and distributes mail. 

- Perform keyboarding and typing duties. 

- Provide assistance to fellow staff.

- Operate various types of office and mail processing machines such as a keyboard, calculators, computer, printer, etc.

Authority Executive Director 

The Lower Township Municipal Utilities Authority (Authority) is seeking a full-time, in-person Executive Director.

The Authority operates potable water and wastewater systems serving Lower Township, New Jersey, a 32-square-mile community in Cape May County.

The Authority has 25 employees and has over 13,000 water & sewer service units. The Authority offers a competitive compensation and benefits package, commensurate with experience.

Salary Range: $110,000.00 to $160,000.00 annually. The Authority has a comprehensive benefits package that includes paid vacation, sick and personal leave; medical, dental and vision insurances;

Job Description Scope:

The Executive Director is the chief executive officer of the Authority and is responsible for the leadership and direct supervision of the Authority's day-to-day operations. This position reports to a five (5) member Board.


Education and Experience:

• A B.S. degree in business management, engineering, environmental science, public administration, or a related field is preferred.

• A minimum of ten years of progressively responsible managerial and leadership experience in small to medium-sized public utilities, 

including five years of experience in a senior management capacity with a comparable organization, or an equivalent combination of training and experience.

• Familiarity with EPA & NJDEP water & wastewater standards.

• Familiarity with EPA, NJDEP and IBank infrastructure funding programs.

• Familiarity with budget preparation, development and implementation of five- and ten-year capital improvement planning, labor relations, human resources, and NJ Local Public Contracts Law.

• Involvement in related professional organizations

• Possession of a professional engineer license, NJDEP operator licenses, NJ Certified Municipal Finance Officer, or NJ Qualified Purchasing Agent, or another applicable licensure/certification is a plus.
